State log reader fails to attach RegulationRates to their TariffSpecifications

When reading a state log, the reader constructs both Rates and RegulationRates, but fails to inject the RegulationRates coming from external brokers into their respective TariffSpecifications. This hampers post-game analysis of these tariffs.

This issue should have no impact on brokers or customers, or even on the current visualizer, since it does not attempt to deconstruct tariffs.
