Frame statistics graph causes the visuals to become unresponsive if window isn't focused for a long time

The visuals will recover eventually if you either wait long enough, or turn off the graph (although next time it gets opened it will cause the hang right away).
The input stays responsive, only the visuals seem to be affected

The steps to repro:

1. Open frame statistics graph (tap Ctrl+F11 twice)
2. Switch away from the window
3. Wait for a couple minutes (three minutes was enough to cause a complete hang on my side)
4. Observe the framework tests process increase memory consumption indefinitely
5. Switch back to the window
