I had a supporter tag (1 month) which expired January 22, 2019. I was able to edit the cover image during that supporter tag, but after that, the upload image became locked, unlike the profile page (me!) which remained unlocked (like before there was an issue after supporter runs out, cannot edit profile page). Can you make the requirements of cover image and profile page the same?

For now this is intended behaviour. Will mark as proposal.
