Stylize permalink markers in non-heading contexts #2

Currently there is no whitespace between an element and it's corresponding ¶ character.
Also was wondering if it'd make sense for the ¶ character to be faded / not visible unless you hover.

Ooooh. Yup. I've added styling to do with headings correctly -- looks like Sphinx puts these in a lot of places! :o
