What does this PR do?

Upgrading rust to 1.74 to successfully build docker image.

@tgaddair I think I'll need help testing this change. Could you try building the docker image with this change? Thanks a lot!

I kicked off a test build to confirm. It will take some time to complete but the rust portion seems to have run successfully

Sounds good, I'll wait for the test build confirmation from you before merging this. How long does it typically take to wrap up?
