Panels are processed after paging on DataList and DataGrid

I created a page that uses a dataList to iterate & paginate a list of Requisitions. The top level element in the dataList content is a Panel. It has collapsed="true" toggleable="true". I created more than 1 page of sample data to test the pagination. On the first page of the dataList, if any Panel except the last is expanded, navigating to page 2 works as expected. However, if the last Panel on page 1 is expanded and navigation is done to page 2, all Panels on page 2 are expanded and do not have the collapsible arrow in the upper right.
