Image Toolbar hidden behind large image in preview mode

Current behavior
When an image is opened in a preview mode, the toolbar to zoom, rotate and close is hidden behind the image if the image is large.

Expected behavior
Toolbar needs to be top of the image to access the buttons.

Minimal reproduction of the problem with instructions

1. Use PrimeNG image component to display the image with preview option enabled.
2. Open the image in preview mode.
3. Zoom in the image (If large image, this step can be ignored).
4. Unable to access the toolbar.

What is the motivation / use case for changing the behavior?
To be enable to zoom in/out any image.
