Primer on a CDN

It'd be awesome to have Primer on a quick URL (perhaps even a CDN); Primer is fantastic for a quick page of documentation or something along those lines.

I think cdnjs is a good fit. In my opinion, unless GitHub is planning on adding Primer to maxcdn or another public CDN, we should use cdnjs and close/dupe this issue in favor of #40.

I added primer to jsDelivr as well http://www.jsdelivr.com/#!primer
You can do stuff like http://cdn.jsdelivr.net/g/primer@2,animatecss@3.2
