[passion week] Stack component styled with Primer CSS

A React implementation of primer/css#2152

The code in this PR is sub-par and not meant to be reviewed. It's just something that was quickly hacked together as a proof-of-concept.

I'll come back to this once we have the responsive utilities that @colebemis is working on.
