Summary of the Changes:

• Added docs/user-guide.md
• user-guide.md uses javascript and jquery to generate the DOM elements
• The tips are presented using collapsible divs that are opened and closed by clicking on buttons labeled with tip titles.
• Addressed the previous feedback (introductory text, indentation, function splitting, removing _config.yml)
