Description

• Added chapter wise readme.md
• Note that currently figures link is redirected to https://github.com/probml/pml-book/tree/main/book1-figures, thus some figures are missing.
• We will redirect figure links to updated figures (.png or .pdf if available) once are able to run all notebooks without any error. Also, there are some engineering issues to get a mapping between the updated saved figure name and figure no. once it is resolved, we can get all figures in one directory (in pml-book) and we will update these links.

Dr. @murphyk, please let me know if you require any edits in the structure of the README.md file.
