Probot does not currently recognize the event pull_request.converted_to_draft and does recognize pull_request.merged which as far as I can tell is no longer supported.

Update @octokit/webhooks.js to 7.22.0

It seems like an effort is underway to update to version 8 in #1481 is the intent to skip over versions in between?
