[Telink] Fix crash during boot on latest Zephyr

Rework BLE adverisement procedure on Telink platform.
To avoid crash with latest Zephyr.
Changes are relative only to Telink platform.

Testing
Tested manually with chip-tool.
Steps:
Run: $ chip-tool pairing ble-thread <...>
Wait till success
