In Internet Explorer, when the page is zoomed to 200%, “Bookmarks,” “History,” and “Login” are collapsed into a menu, which can’t be accessed using the keyboard. In other words, tabbing skips over it.

Checked this in IE and Chrome. The tab doesn't skip over it, exactly - the menu changes location in the tab order. At full size, the tab order goes from Blacklight/home to Bookmarks, History, Login, ...etc. But when the menu is collapsed, the tab order of the menu is before Blacklight/home, even though it's still visually after the logo. And the visible focus on the collapsed menu is very faint. The combination of these makes it difficult to see how to get to the collapsed menu.
