Would also be willing to do some basic maintenance work since I use it pretty much every day. Maybe we can get access to the projecthamster repository instead of having "unofficial" forks?

It would make a lot of sense to convert the github projecthamster user account to an organization, so that you can get help from a community of devolopers and they can merge their forks into it (give others write access). Alternatively forkers could create a new org called hamster-project and try to keep merging in projecthamster's infrequent updates. A third option, is to upload a more community-focused fork (one with more than one developer that has write access) to pypi.python.org under a name not yet taken, like hamster-time-tracker or hamster-project project-hamster or hamster-py and then actively maintaining it there, with a link to the new "official" repo. -- hobson Oct 10 2014
