OTLP: Use PrometheusConverter directly

Optimize by using prometheusremotewrite.PrometheusConverter directly in the OTLP endpoint handler, instead of going via the wrapping prometheusremotewrite.FromMetrics function. Follow-up to #13991.

Also add benchmark for PrometheusConverter.FromMetrics.
