Releaser workflow marks latest releases incorrectly #530

When pushing a backport patch release, the current release tooling always sets it as the latest release, even when I uncheck that in the draft notes. E.g. I'm pushing the v0.27.7 patch release while v0.28.0 is out, and it sets v0.27.7 as the latest.
