The full FoLiA specification will be stored in an external yml file folia.yml, the foliaspec.py tool reads this and injects code in Python/C++ source files (extendible for other languages when needed). See also proycon/pynlpl#9

Implementation as good as done... libraries awaiting coordinated merge into master after further testing
