Change a couple "ERROR" messages to "WARN" instead

In the below beacon node logs, I peered with someone from the old testnet or someone forget they left it on from months ago, while the rate limiting error means that a client attempted to ask me for many blocks very quickly and I told them to stop. Per @prestonvanloon he recommended changing these messages to warnings instead of errors.
