Add wheel 1.0 and public API task to fundables

This work does not in any way hinge on money, but my available time. The majority of the work on that is done already; I just need to modify the API to support nested xz compressed archives. In addition, if I were to be the recipient of any money, I would need to know if this would come in the form of salary, commission or donation. In the last case it would require me to get a legal permit for accepting donations which is required in my country (though these are virtually always granted when requested).

Of course, it somebody else was to receive that money and do the work, it would still require significant effort from me as the maintainer of the wheel code base.

I don't think this is a reason not to merge this PR. I'm going to approve this.
