As a metadata specialist,
I need each record to have a permanent ID,
so records can be exported, manipulated, then re-imported to overlay the old version of each record.

Mint an ARK and attach it to an existing Valkyrie::Resource. The resource would already have its own Valkyrie::ID for internal identification, but the ARK would be used as its persistent URL.
