Add filter, search and pagination to "Publish Series" screen

Let's continue to make this more like the normal "Posts" screen. For example, let's add filters and search. What happens if someone has 100 series, for example? This page would be hard to use

@stevejburge Publish Series wasn't meant to have pagination which shows search/filter will be useless too.

The reason is, all series need to be on same screen to publish all and set part according to order and adding pagination means the purpose is defeated.

Introducing those feature you mentioned means we're changing completely how the feature currently function
