pulp_installer is unable to upgrade from very-old RPMs due to lack of python2-libcomps #809

The pulp 3.15 foreman repo for EL7 has a new version of libcomps, with no python2 bindings package.

This breaks upgrades from old versions of Pulp 3 where python2-libcomps was installed. It tries to upgrade the package, but cannot.
