Rework everything such that we register policies directly, rather than factories, so that we can always return all policies, and convert the args to an object that can be used as initialConfig.

Some initial work to adopt config in AWSGuard, leveraging initialConfig. Still need to go through and update many more policies, and then cleanup remaining dead code.
Probably easiest to review hiding whitespace changes.
