Partly addresses #1704

I've updated all tf-plugin-sdk, tf-go-plugin, tf-plugin-framework and tf-plugin-framework-validators versions.

These should now all be compatible with each other and avoid errors like https://github.com/pulumi/pulumi-aws/actions/runs/8095835484/job/22125061889 once I also update upgrade-provider
