The error message here:
C:\WINDOWS\system32>pulumi config set azure:clientId yyyyyyyy-43e6-42a4-9711-3b45e9bxxxxx
error: no Pulumi.yaml project file found

Perhaps could be improved by "You need to first create a new project" or "You must be located in the directory of your project"
