No error given when no picture selected (browser/mobile webui)

I don't think the code is different, but I've confirmed on my phone in the default UI as well as here.

If you click to Picture button (to the right of the Note button), and then do not pick an image, rather than telling you you did not pick an image, it just spins. On my phone when I discovered this (accidentally clicked picture due to small screen), I thought that the cell signal was being flaky for a bit.
