Default directories for external facts were missing, the correct ones are

'/etc/puppetlabs/facter/facts.d'
'/etc/facter/facts.d/'
'/opt/puppetlabs/facter/facts.d'

The order is also important, as the first ones will be loaded first and will have higher priority.
