add Litmus support and spec tests

Use Case

Litmus support would be a valuable addition to PEADM and Litmus tasks could then be used for preflight and post-flight sanity which could form the bases of health checks and pe services

first step update to module to impliment litmus and litmus config requirements.
Additional but not necessery more to record for future tickets

• litmus serverspec for preflight check
• limus serverspec for post flight checks
• litmus tests for all tasks/classification
