Packages which need updating for v0.13.0

The following packages in core and contrib need version bumps due to the fact that we had to make a breaking release of typelevel-prelude to deal with #3502. The star indicates a transitive dependency. Hopefully we can get most of the libraries listed below working without having to do a major bump of them by getting them to a place where they work with both 4.x.x and 5.x.x of typelevel-prelude.

Now that there's a PR open for the last of these, I'm going to close this. Thankfully no additional breaking releases were needed after typelevel-prelude v5.0.0 (many of the packages listed above didn't even need a new release at all!) 🎉
