Consider using formatter (pretty printer) for the codebase #4453

Summary

As there are PRs landing to update styles of imports.

Why not consider introducing a standard style of formatting for the codebase?

I think fourmolu does a pretty good job and allows to configure it.

I think having a formatter in general is a good idea, but I'm not familiar enough with Haskell to lean towards one formatter or another. Still, I have heard of fourmoulu and I wouldn't be against using it.
