[FEATURE] Code Extension: Help Command

Is your feature request related to a problem? Please describe.
Accessing documentation/help from the extension would be nice.

Describe the solution you'd like
Run "PWABuilder: Help" command and get one of two outcomes.

Either:

1. Extension shows pop up with condensed command guidance, with link to web documentation.
2. Extension directly opens up web documentations

I lean slightly towards option 1.
