BUG: Handle cases where decodeParms is an ArrayObject #405

Fixes #404

Fixes bug where decodeParms.get(...) causes
AttributeError: 'ArrayObject' object has no attribute 'get'
decodeParms -> decodeParm
merge patches from lmwgv and massover
