Add CPython 3.12.3

• Please consider contributing the patch upstream to rbenv, since we have borrowed most of the code from that project.
  • We occasionally import the changes from rbenv. In general, you can expect changes made in rbenv will be imported to pyenv too, eventually.
  • Generally speaking, we prefer not to make changes in the core in order to keep compatibility with rbenv.

I see that this change wasn't included on the last release 2.4.0 ( by 2 days of difference), is it going to be included soon? I'm not trying to rush, but it would be nice.

@edgarrmondragon We currently do releases by hand about once a month, those who need changes sooner can use the branch tip.
We're collecting feedback on specifics for a more frequent schedule that is supposed to be automated.

installing the latest pyenv with brew, you need to brew install pyenv --HEAD with the --HEAD flag to include this commit and thus you can pyenv install 3.12.3.
