Require v6.17.1 as the least minimum version of node engine.

Scope has changed and the minimum node version will be v10. Synching the requirements with Node.JS project LTS schedule. Actively support v10, v12, v13, v14 and the upcoming v15 branches.

- Drop Travis jobs of v4-v9
- Require v10.20.1 (The currently latest from v10 LTS branch as the minimum node engine)
