src/ tests/: use MuPDF's new fz_format_double() instead of Python %g.

This avoids generating scientific notation, which addresses #3381.

Add modified expected output for tests/test_annots.py::test_1645.

In tests/test_general.py, test_scientific_numbers() is new test for presence of
scientific notation.
