http://pypi.python.org/pypi/pip says: "Maybe it doesn't work on Windows. At least, the author doesn't test on Windows often." Oh, and http://pip.openplans.org/ still says 0.7.1

I just removed that note about Windows from the docs on Friday (in the repo).
It'll get to pip.openplans.org whenever we have a release, which as I
understand should be fairly soon. I'm not sure why pip.openplans.org seems to
be currently behind a release. Ian?

Also, I think the pip.ini location on Windows should read
%APPDATA%\pip\pip.ini -- I doubt anybody uses Python on Windows 9x/ME anymore.
