as part of the effort in #259 to have repeatable/reliable tests, this issue would convert all the tests that install INITools from pypi to use fake local packages. We'll need to replicate the 3 different versions that are commonly used in the tests.

INITools also has syntax errors in py3, which makes us vulnerable to false judgements about test results.

INITools is used in many cases, because there are 3 clear versions to distinguish in testing.
that's simulated now in the tests/packages/simple-X.0.tar.gz packages, so converting the tests can begin.
