This PR skips
test_lat2SWfor scipy 1.7.1, in addition to 1.7.0. We need to get tests passing again for now, but need to either figure out if we are doing something wrong inlat2SWor if a bug was introduced intoscipyin scipy/scipy#14004.See also:
