Add GitHub Action to build and push container

I have a docker container with the minimal env needed to run momepy - https://hub.docker.com/r/martinfleis/momepy.

We should be able to let GHA build and push it when we do a release, right now I need to do it manually and it is out of date.

Also - shall we rather have a pysal org on dockerhub to host these?

I guess we should deprecate the momepy container. It hasn't been updated for a long time. What may be worth is a container that is built for each meta release. @jGaboardi thoughts?
