This PR address Issue #94. It provides a SWIG wrapper for
swmm_output. It also provides unit testing for theswmm_outputC library and the SWIG generated python wrapper.swmm-output was developed on Windows 10, compiles using Microsoft Visual C++ for Python 9.0, and Python 2.7.14 64 bit.
