Restore support of ``None`` and other false values in :mod:`urllib.parse`
functions :func:`~urllib.parse.parse_qs` and
:func:`~urllib.parse.parse_qsl`. Also, they now raise a TypeError for
non-zero integers and non-empty sequences.
