I'm not sure that it's worth it to add 4 NEWS entries for each minor OpenSSL upgrade?

Moreover, I used the same NEWS category than cherry-picked changed: Build. Maybe it would now make more sense to use the new Security category?

Python 3.4 now only accept security fixes, and no more macOS installer is produced. So according to @ned-deily, this change is not needed. I just close it.
