IgnorableNamespaces instructs the installer to allow the package to be installed even if certain features are missing.

Issue: Windows MSIX issue: python 3.11beta in msix cant be installed on windows 10 1809 arm64 #95733

I also tested a full build to validate, as best as possible, that it doesn't impact up-to-date installs (and it doesn't).
