See discussion at python/pythondotorg#1140. Looks like we need to have a newer version of Tex Live on the docs server. Not sure how best to make that happen.

It turns out that the problem was some needed updates to the cpython Doc/conf.py file due to Sphinx changes (see https://bugs.python.org/issue31423). So we shouldn't need to update Tex Live at this time. Sorry for the noise!
