Prevent inbox flooding for admin

When a new workshop is accepted, all important folks receive notification. In the process, admins are CC'ed, and this leads to inbox flooding. With mobile push notifications from an email client, the experience annoys me. I'd suggest in bringing in the better experience of not CC'ing admin in the outgoing email and reply to being set as contact at pythonexpress (if not already).

Allow the user to select multiple location-based email preferences for new workshops.

If no one is willing to work, I'm happy to implement this.
