Should we revisit this? I myself have found a bit troublesome to set up a developer installation of audio. The main contribution.md at https://github.com/pytorch/pytorch/blob/master/CONTRIBUTING.md helped me. We could add a contributing.md that just points at the main one for clarity and maybe add local problems with audio installation. |

We could include the CLA and Bounty thing. But is the CLA still relevant? |
Rather, the CLA is a new thing. We did not require CLA back then but now we do. |
