One caveat worth having an eye on, is that the information about installing the development environment in the Development section is not as nicely separated by operating system (as the Installation section is). Please review.

Details:
- Reorganized the Installation and Development sections. For the
  installation section, there is now a set of instructions for each
  operating system and Linux distribution supported.
- Added missing information to the install description aboue cases
  that were covered in Travis and Appveyor, but not yet documented
  in this chapter.
- In the development description, added prerequisite for the libxslt
  OS-level package.
- In pywbem_os_setup.sh, added support for automatic installation
  on Windows, because it turned out that installing pywbem has no
  additional prereqs on Windows.
