Are the conda utils / is the anaconda environment in the runtime?
Can we conda install or pip install something?

Notes:
conda command is, on the runtime, at /tmp/condaruntime/bin/conda, but thinks it is at /tmp/conda/condaruntime/bin/conda

The best way to fix this is to install the runtime during the setup process into /tmp/condaruntime
