about: This PR simply locks the 0.9.x cycle into 1.16.5 from numpy, which should fix the install problems discussed in #466

Coverage remained the same at 100.0% when pulling a89e52f on pc494:0.9.x into aa8dc88 on pyxem:0.9.x.

Thanks! Please can you also put #461 into this, and then I think we can merge and release this. Re. 1.16.* vs. 1.16.5 - I'm not too bothered just thought we may as well force the latest non 1.17.x version...
